About the University

Founded in 1978, Chengdu University (CDU) is a comprehensive university named after Chengdu, a national center city. CDU boasts a century-old Grade III Level A affiliated general hospital and the Sichuan Industrial Institute of Antibiotics, a national antibiotic research and development base. It is entitled to be part of the program of 10,000 state-level and 10,000 provincial-level first-class undergraduate specialties by the Ministry of Education. It is also a construction unit for doctoral degrees authorized by Sichuan Province. It is the host university of the Athletes' Village at the 31st FISU Summer World University Games Chengdu.

In Times Higher Education (THE) World University Rankings 2022, CDU first ranked 77th among the top 100 universities in China, and 1,001st -1,200th globally. In the Asia University Rankings 2022, it ranked 86th -92nd in China's mainland, and 351st -400th in Asia.

CDU's engineering and agronomy disciplines are listed in the top 1% of the Essential Science Indicators (ESI). Its pharmacy was selected as a high-level discipline in China by the alumni association in 2019, ranking second in the Province.

CDU employs more than 1,600 full-time teachers, nearly 800 teachers with senior and associate senior titles, nearly 800 doctoral teachers, over 30 doctoral supervisors, and more than 700 postgraduate supervisors. It also has more than 20 national outstanding young talent, Changjiang Scholars, state-level candidates for the Hundred, Thousand and Ten Thousand Talent Project in the New Century, and experts enjoying special allowances from the State Council, and over 90 provincial academic and technical leaders and experts with outstanding contributions, 3 distinguished academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, 2 European academicians, 40 distinguished Changjiang Scholars and national outstanding young people, nearly 30 distinguished high-end foreign experts, and more than 100 distinguished Research Fellows (Associate Research Fellows).


I. Project Introduction

The Outstanding Young Scientists Program (Overseas) of the National Natural Science Foundation of China (NSFC) aims to attract and encourage excellent young overseas scholars (including the non-Chinese) in the field of natural science, engineering, and technology to work in China with self-determined choice of research directions for innovative research. The Program will facilitate the fast growth of young scientific and technological talent, foster a group of excellent academic backbones with the potential for grasping the world's cutting-edge science and technology, and contribute to the cause of making China scientifically developed.

The project funding period is 3 years, and the state gives each person a subsidy of RMB 1-3 million.


II. Application Requirements

1. Applicants for the Outstanding Young Scientists Program (Overseas) should meet the following requirements:

a. Abide by the laws and regulations of the People's Republic of China, have good scientific morality, and consciously practice the spirit of scientists in the new era;

b. Born after January 1, 1983 (inclusive);

c. Have a doctorate;

d. Focus on natural science, engineering technology, and relevant fields;

e. Between obtaining a doctorate and March 15, 2023, applicants should have taken formal teaching or research jobs in overseas universities, scientific research institutions, and enterprise R&D institutions for consecutive 36 months or more; for those who have obtained a doctorate overseas and achieved particularly outstanding results, the requirements for years of working may be appropriately considered;

f. Applicants should have made scientific research or technical achievements recognized by peer experts and possess the potential to become an academic leader or outstanding talent in the field;

g. Applicants should have not worked full-time in China or have returned to China for work after January 1, 2022. After receiving the subsidy notice, applicants should quit their overseas jobs or have no job overseas and return to China to work full-time for at least 3 years.


2. Other requirements:

Applicants should comply with the requirements of the central authorities concerning the coordination and connection of the national plan for scientific and technological talent. Applicants should only apply for one national program for scientific and technological talent at the corresponding level but should not apply for higher-level programs.


III. Remuneration and Conditions

CDU will offer competitive remuneration to program winners, including:

(1) Annual salary: RMB 600,000+ (depending on individuals);

(2) Settling-in allowance: RMB 2,000,000+;

(3) State funding of RMB 1–3 million, the same amount of scientific research funds offered by CDU;

(4) Supporting experimental platforms;

(5) Relevant talent will be introduced to build teams according to the needs of program winners, and the team members will enjoy corresponding entitlement and be given priority in annual graduate student enrollment;

(6) CDU will help program winners deal with their spouses' jobs and children's education, and their children can have access to high-quality basic education resources from affiliated primary school and kindergarten.


IV. Application Instructions

1. The qualified applicant may sign a work contract or intention agreement with the supporting unit in accordance with the requirements of the program guide and log in to the information system to fill in the Application Form for the Outstanding Young Scientists Program (Overseas) of the National Natural Science Foundation of China (NSFC) after January 15, 2023. The applicant shall be responsible for the authenticity of the submitted application materials

2. Applicants should fill in the application form online in simplified Chinese or English according to the application instructions and outline and upload attachments and other materials.

3. Paperless application will be adopted for the Program. Applicants should submit electronic application forms, attachments, and impartiality commitment letters online to the supporting unit, which will review and submit them to the NSFC.
