On December 13, the inaugural meeting of the France Branch, the first country-specific branch of Chengdu Western Returned Scholars Association·Chengdu Overseas-educated Scholars Association, was held at Chengdu University.

Luo Xia, Vice Chairwoman of Chengdu Chinese People's Political Consultative Conference (CPPCC) and President of Chengdu Western Returned Scholars Association, Lu Weiliang, Deputy Director of United Front Work Department of Chengdu Municipal Party Committee and Director of Overseas Chinese Affairs Office of Chengdu Municipal People's Government, Wang Qingyuan,  attended the inaugural meeting. The meeting was hosted by Liu Jia, Vice President and Secretary-General of Chengdu Western Returned Scholars Association.

Before the inaugural meeting, the first meeting of the First Council of the France Branch of Chengdu Western Returned Scholars Association was held, the Working Regulations of the Branch were reviewed and approved, and the leading group of the first Council of the Branch was elected. Wang Qingyuan was elected as President of the France Branch, Zhang Kun, Liu Xiaohong, Jing Yanfei, Yu Xi, Deng Zhiyong, Yang Xiaojiao and Zhang Haiqing as Vice Presidents, Yu Xi as Secretary-General, and Mou Lei and Wang Qinzhou as Deputy Secretaries-General.
